Minister of State for Finance is unrivalled on Outdoor Advertising in Western Uganda

The Minister of Finance in charge of Planning, Hon. David Bahati is in a league of his
own when it comes to spending on outdoor campaign advertising. He is the
incumbent Member of Parliament for Ndorwa County West constituency in Kigezi
sub-region, south-western Uganda.
From which ever direction one approaches Kabale Municipality, it is impossible to
miss the super large billboards standing in the colors of his political party and his
face conspicuously seen from as far away as a kilometer. On every billboard, Hon.
Bahati’s advertising appears on both sides and will understandably stay in place until
election day – January 14, 2020 (3months).


The company that operates outdoor advertising charges UGX 2 million ($540) per
side for each billboard per month excluding the cost of design and production of the
banner that goes on it. The cost of production in the open market costs UGX 1
million ($270).
Hon. Bahati has three of such billboards so far, two in Kabale town and one in
Ndorwa county constituency, for which he is estimated to have spent at least UGX
39 million ($10,540) for a period of three months leading up to election day.
Elsewhere in Bushenyi, the candidate Annet Katusiime Mugisha (Mrs), wife to
Executive Director of National Water and Sewerage Corporation, Silver Mugisha
(Mr), is leading the spending charts on road-side pole advertising in Bushenyi
district.
Early signs show that only a handful of political candidates are spending on outdoor
advertising on permanent and metallic poles. Most of the candidates are simply
improvising using wooden / makeshift stands to hang their campaign banners.
