ANALYTICAL CASE STUDY ON FLOW OF BUDGET FUNDS AND EXPENDITURE DURING THE ELECTION PERIOD

Every country aspires to have a democratic process that is competitive but fair for all actors in determination of how their country is governed. Increasingly, Uganda has been put on the spotlight for failing to deliver free and fair elections especially electoral process is at the foundation of democracy, elections in Uganda as evidenced by judgments by Uganda’s Supreme Court at all levels in respect to 2006, 2011 and most recently in 2016. Monitoring Reports from 2011 presidential and Parliamentary elections revealed that the use of money to influence voting behavior seemed to have prominently crept into Uganda’s elections.
